While the new processing priorities announced in January 2009 did not impact on the processing of your application, when the Minister announced changes to the Critical Skills List (CSL) and a reduction in the Skilled Migration Program for 2008-09 in March 2009, your application was affected. The CSL effective from 16 March 2009 includes Information Technology applicants in specialised fields only (ASCO code 2231-79) and does not include your occupational code (2231-17).
After considering the information you have provided and reviewing the information published by the Department of Immigration and Citizenship (DIAC) in relation to the processing changes for the Skilled Migration Program I have decided not to investigate your complaint. DIAC staff are required to process applications in accordance with the Minister’s Direction which was announced in March. The change affected all undecided applications. The Ombudsman is not authorised to investigate the actions and decisions of a Minister of the government.

(и все остальные), а насколько сложно reprioretise? В моем случае получилось, что после изменений правил тип визы, на которую я подал - Family Sponsor - потеряла приоритет. Но выяснилось, что есть возможность получить спонсорство Штата. Если это удастся, сложно ли изменить заявку?
Так что для августовских остался единственный способ получить визу - попасть в этот долбаный список 
просто мне лень читать вcе предыдушие 48 страниц и смотреть, кто августовскии, а кто-нет 
Тут ведь есть и мои клиенты, которые подали в декабре 2007 уже на 175 и тоже "застряли". Однако, ваш агент все равно "не совсем" прав-даже если вы подавали на 136, вы все равно "задним числом" можете переити на 137 при получении номинации штата-читаите внимательно здесь:
